Driver Traffic and Safety Education (DTSE) Teacher Prep courses

If you have ever considered becoming a Driver Traffic and Safety Education Instructor, please see the letter below from the DriverED desk at NYS Education Department regarding options for completing the training.


We are writing to make you aware of the availability of Driver Traffic and Safety Education (DTSE) teacher prep courses leading to the MV-283 card, which allows individuals to deliver components of DTSE as follows and noted below.

Holders of the MV-283 card can deliver the classroom/laboratory portion of DTSE at public schools if the individual also holds a NYS teaching certificate. Those individuals who do not hold a NYS teaching certification are still able to provide the classroom/laboratory portion of DTSE in nonpublic schools once the MV-283 card is obtained. For example, members of the community and other school staff can receive the Restricted MV-283 card that will enable them to teach the laboratory portion of DTSE at public schools, or the classroom/laboratory portion of DTSE in nonpublic schools

The Restricted MV-283 card is a beneficial means by which the community can become licensed to teach the laboratory portion of DTSE at public schools, and the classroom/laboratory portion of DTSE in nonpublic schools. NYSED encourages the extension of this enrollment information to your staff, and local community since the process is worthwhile and valuable for everyone in New York State.

We have assembled the information that outlines the steps needed to take to obtain the MV-283 card.

  • Better continuity of instruction
  • The permanent MV-283 card is a credential that can be used in a number of employment settings
  • The MV-283 card is valid for employment throughout NYS (including BOCES and colleges)

How to Become an MV-283 Cardholder

  • Successful completion of the program results in 12 credits. Candidates can begin providing DTSE instruction once the first six credits are completed, and the provisional MV-283 card is received
  • The provisional MV-283 card is valid for up to four years
  • The provisional MV-283 cardholder can only obtain the permanent MV-283 card if the final six credits are completed before the provisional MV-283 expires
